Even if we assume they didn't use energy attacks against humans (if such creatures can even be called that), the Senshi have SUPERHUMAN strength speed, and durability. In episode 110 for instance Neptune withstood repeated machine gun fire. In ep 166 she, Uranus and Pluto were fighting off hordes of youma without even using their powers, just martial arts skills. A pair of goons would be a minor nuisance at most.
Honestly, these aren't the sort of fanfics where such plot holes are salient.
